Four hour days
Offer training at different sites - school specific
6-12 Curriculum mapping (English & Math)
Grade levels together across the district: open agenda (brainstorm topics) - have teachers drive the agenda - here are the items, some questions have a facilitator.
Grade levels meet with a make and take activity.
Homework practices, grading, consistency, what does an A mean, communicate grades to parents, p/t conferences, hit all the standards, late work policy.

Year Long Professional Development:

Using mentor as instructional coach/trainer throughout the school year
Expand Title I to all grade levels with stimulus money - have a person who can offer differentiated instruction to teachers of Title students (if grade levels expanded, it's all of them) all students will benefit. Portion of this person can be justified in Title I and PD (if they were planning) Helping with the loss of instructional coaches - they would not be in classroom so they'd be available to help teachers, planning and offering training.
